    <Paragraph position="0"> We presented a dialogue manager which can engage in Call for Fire training dialogues, and described the environment and system in which it works. It has an information state-based design with several components accessible to a human operator, and may be controlled either fully, in part, or not at all by that human operator.</Paragraph>
